Social and Behavioral Change Communications (SBCC) Consultant-Implementation (USAID Nigeria TB LON 3)

The TB-LON 3 Project is a revolutionary Award program funded by USAID partnering with communities, facilities and relevant state and national structures to improve access to TB case finding, diagnosis, treatment and notification in Lagos, Ogun, Osun and Oyo States; as well as increase domestic financing for TB and strengthen surveillance and integrated reporting across four result areas:

  • Improved access to high-quality, person-centered TB treatment, DR-TB, and TB/HIV services for a cumulative number of at least 106,576 persons for the life of the activity.
  • Strengthened systems and structures for TB detection, treatment and notification with TB service delivery platforms strengthened
  • TB disease transmission and progression reduced
  • TB research and innovations accelerated with improved impact on program implementation.

Summary/Overview:

To support in mobilizing civil society coordinating, monitoring and supervising the project community activities in the States in addition to working closely with CSO partners and other stakeholders in the TB program implementation. The position also works closely with the State team to document best practices and lessons learned on the project.

Job Responsibilities:

  • Coordinate with the Implementation Stakeholders Forum
  • Provide technical assistance to Implementing entities, Community Volunteers, Community Based Organizations and Implementing entities on TB screening, presumptive identification, diagnostic evaluation, linkage to treatment, notification, Contact investigation and tracking of loss to follow up.
  • Collaborate with the State, LGAs and other implementing partners in the community on TB LON 3 project including CSOs in the implementation, monitoring and evaluation of project deliverables.
  • Oversee community activities and provide technical support to Community Volunteers implementing house to house, Contact investigation and community outreaches.
  • Provide technical assistance to screening officers, Linkage coordinators and contact tracing liaison officers on TB screening, Presumptive identification and further evaluation for diagnosis
  • Support high-quality data recording and reporting with Spot checking of TB documentation tools.
  • Provide support to CLOs to ensure maximum yield from contact tracing activities
  • Check and maintain the process of intensified TB case finding and treatment at sites.
  • Collate and review data from TB Screening officers and Linkage coordinators under their purview
  • Routine visits to supported facilities to assist in ensuring a smooth TB screening process at the clinic when necessary.
  • Support OPD/DOTS referral linkage coordination, ensuring seamless integration between both clinics in terms of referrals to ensure no patient loss (100% linkage rate to DOTS).
  • Collate weekly site cascade reports and routinely verify reports generated against source documents and
  • Report challenges to supervising officer where necessary

Knowledge, Skills, and Abilities: 

  •  Knowledge of the TB epidemiological situation in the State.
  • Good knowledge of the terrain in these Local Government Areas.
  • Strong coordination, planning, and supervisory skills.
  • Strong networking and representational skills.
  • Excellent oral and written communication skills in English as well as presentation skills.
  • Self-motivated with a strong ability to identify and develop relevant areas of work
  • Able to communicate complex issues in a concise, accessible, and engaging manner.

Qualifications:

  • Should possess a background in Public Health, Nursing, Social Sciences, Health Sciences, or Community Health

Summary/Overview:

The Consultant will provide strategic communications consultation and guidance to the project. He/She will plan, drive, implement, monitor, and measure the results of communications plans to advance IHVN/TB LON 3 mission, strategic plan, and business objectives.

Job Responsibilities:

  • Support strategy planning and execution for communication plans and programs, major organizational campaigns and initiatives related to media relations, crisis communication, organizational communication, community relations, social media and executive communication.
  • Work with key internal role-players to brainstorm content ideas, in line with the company’s strategy and in support of various brand initiatives.
  • Ensure the organizational voice and narrative, and Mission, Vision and Values, including the culture and heritage of founding organizations, are present in all communication efforts.
  • Develop and implement a communication strategy that includes media outreach and social media content creation.

Summary/Overview:

The Adhoc Program Assistant, will report to the HOD clinical laboratory services and work closely with the HIV DR sequencing unit. S/he will take part in routine analytical work in the HIV DR sequencing lab. S/he will be involved in receipt of samples and reagents, keeping of sample inventory, documentation of laboratory processes, sample preparation for genomic analysis and other duties as assigned.

Job Description

  • Interpretation of funding/ application guidelines: Request for Application (RFA), Request for Quotation (RFQ), Funding Opportunity Announcement (FOA), Notice of Funding Opportunity (NOFO.).
  • Meeting with relevant stakeholders towards full participation in writing grant proposals, response to RFPs/FOAs, and completing application forms in the Grants.gov and ASSIST applications.
  • Post-award responsibilities include preparing LOAs and MOUs for partners’/treatment sites and stakeholders and reviewing contract sub-awards/ subcontracts, including the scope of work, budget, modifications, prior award expenditures, extensions, addenda to Memoranda of Understanding (MOU)/Letter of Agreement (LOA).
  • Preparation and review of sub-partner financial submissions for conformity with funding guidelines.
  • Preparation of budget submissions for grant proposals in line with best financial practices and budgetary principles.
  • Development of funding dynamics for budget submissions of sub-partners, consultants, contractors, and service delivery facilities.
  • Orientation and mentoring of regional, state office, and health facility staff concerning the interpretation of the contents of the LOA, such as scope of work, activities, responsibilities, reporting, terms of agreements, certifications, budgets, etc., as indicated in the LOAs/MOUs.
  • Liaise with regional/state staff on one hand, and partners and health facilities on another on all matters concerning the grant and the existing relationships.

  • Attend to the external auditors’ requests regarding Standard Operating Procedures (SOPs), MOU with our funding partners, and LOAs with implementing partners.
  • Preparation and collation of Monthly Spend plan and Work plan and Burn-rate Analysis.
  • Post-award responsibilities include reviewing all grants and contract sub-awards/ sub-contracts, including the scope of work, budget, modifications, prior award expenditures, and extensions.
  • Assist Grants Director in negotiating, executing, and implementing grants policies and co-ordinate various grants activities effectively.

Education

  • Bachelor’s Degree or equivalent in Accounting, Economics, and Business.

 Experience

Must have completed NYSC service and two or more years of working experience required.

Summary/Overview:

The Research Assistant will take part in the research and routine analytical work for the project’s interventions. S/he will be involved in the administration of questionnaires, recruit clients into the research/study according to the inclusion criteria, and will keep a record of all recruited clients on the research. Performs duties and activities pertaining to the research sites to ensure research/study objectives are achieved

The Assistant will strictly adhere to ethical standards in the conduct of this evaluation and other duties as assigned by the Research Coordinator to whom she/he will report.

Job Responsibilities:

  • Coordinates all research activities in the state and reports to the Research Coordinator
  • Maintains quality control standards to preserve the integrity of research, data, and findings
