Project Overview

The cross cutting disease surveillance network consist of 3 separates parts will include 3 surveillance activities; (i) acute febrile illness (AFI) surveillance (ii) Serologic surveillance using viral load (VL) remnant specimens from people living with HIV (PLHIV) (iii)serologic surveillance using stored antenatal care (ANC) stored dried blood spots (DBS). The Acute Febrile illness (AFI) project is a hospital based prospective active surveillance project to be implemented in 6 tertiary facilities in Nigeria across 6 states including FCT. The results of this project will provide data to support more reliable estimates of the burden of disease, and updated evidence-based algorithms for the management of febrile illness; generate valuable surveillance data which will inform programmatic planning for effective prevention and control of infectious diseases.

Position Overview

This position is responsible for the data analysis of SECURE-Nigeria newly established project on crosscutting communicable disease sentinel surveillance which includes Acute Febrile illness (AFI) sentinel surveillance and serological surveillance. The data analyst will work closely with the NCDC surveillance team including the SORMAS team, project manager and project director to provide leadership in analyzing and interpreting data to provide ongoing data report on the findings from both AFI and serological surveillance activities.  The Position holder will conduct evaluation of etiologies of acute febrile illness among patients in targeted healthcare facilities in Nigeria while also

Key responsibility

  • Provide technical support in data analysis from ongoing surveillance activities across the 6 sentinel sites, data interpretation using statistical techniques and providing ongoing reports.
  • Support the implementation of databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality.
  • Identify, analyze, and interpret trends or patterns in complex data sets
  • Filter and “clean” data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems.
  • Conduct data analysis to determine causes and patterns of acute febrile illness (AFI).
  • Support the development of surveillance questionnaire to collect epidemiological data.
  • Support the conduct of post surveillance evaluations.
  • Periodic surveillance of finding from AFI and serological surveillance.
  • Conduct trend analysis of Surveillance data.
  • Identify and monitor key performance indicator for communicable disease sentinel surveillance.

Requirements:

Essential

  • Advanced degree (MD, MBBS, BMChB, BPh, DM, RN or BSc) with at least 2 years’ experience in disease surveillance. Two of this must be related to medical diagnostics.
  • An advanced degree is needed (MSc or MPH).
  • Excellent proficiency in use of statistical (STATA, SAS, SPSS, and/or R) and Microsoft packages (particularly Excel and Access).
  • Complex data analysis skills.

Position Overview

S/he will serve as the Project Manager for the cross cutting disease sentinel surveillance project. This position is responsible for the management of SECURE-Nigeria’s newly established project on crosscutting communicable disease sentinel surveillance network. This includes Acute Febrile illness (AFI) sentinel surveillance and serology surveillance. The Project Manager will work closely with the NCDC surveillance team and provide leadership and strategic direction for this project, its coordination and use of diagnostic test to better identify the cause of fever and epidemic-causing pathogens from remnant viral load and ANC samples.

Key Responsibilities

  • Provide technical and operational support, training, as needed to implement sentinel surveillance for AFI and serological surveillance using remnant viral load and ANC samples.
  • Support the capacity of NCDC to implement sentinel surveillance for epidemic prone diseases.
  • Develop close working relationships with Acute Febrile illness & serologic surveillance investigators and key opinion leaders in the field.
  • Support data analysis from ongoing sentinel data
  • Play a leadership role in the scientific team as the AFI and serologic surveillance expert, and a key coordination role amongst NCDC and IHVN team.
  • Support AFI sentinel surveillance and serologic surveillance across all six sentinel sites
  • Ensure that activities and diagnostics conducted are of the highest quality, in accordance with global norms for diagnostic tests.
  • Manage and supervise sentinel surveillance project staff.
  • Manage a team of scientists and project managers in each sentinel site to execute established programme goals.
  • Report to the stakeholders on progress of individual projects and budgets on a regular basis and present interim reviews for stakeholders review.
  • Prepare reports and presentations to the CDC.

Minimum Requirements:

Essential

  • Advanced clinical degree (MD, MBBS, BMChB, BPh, DM, RN or equivalent degree) with at least five years’ experience in disease surveillance.
  • An advanced degree in epidemiology, public health or related background is needed.
  • A thorough understanding of IDSR guideline and relevant infectious disease epidemiology and public health issues.
  • Strong scientific background with a track record of published studies.
  • Excellent interpersonal, written, and verbal communication skills.
  • Strong project management skills;

Desirable

  • Proficiency in the use of data analytical software.
  • Proficiency in Microsoft Word, Excel, PowerPoint, and Access.

1. Introduction

The Institute of Human Virology, Nigeria (IHVN) is a leading local non-governmental organization implementing HIV/AIDS, Tuberculosis, Malaria, Research and non-communicable disease projects in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and those affected by these diseases.

2. Purpose of RFB

The purpose of this request is to solicit for bids to facilitate the retrofitting of HVAC system including access control and fire alarm system at FMC Yola with oversight from Institute of Human Virology-Nigeria.

3. Invitations for Expression of Interests and Bidding

IHVN is soliciting for interests from reputable service providers, suppliers and organizations with relevant experience in carrying out services listed on our RFB during the project implementation period.

PROGRAM OFFICER ADULT ART (three)

DEPARTMENT: Prevention Care and Treatment

JOB LOCATION: Central Office (Abuja) and Nasarawa

 RESPONSIBILITIES:

  • Performing Quality Improvement and program evaluation, monitoring and administrative support.
  • Providing quality of care assessment and ensuring that patients in health facilities receive high-quality comprehensive care and treatment according to recommended guidelines and Standard Operating Procedures.
  • Bridging the “know-do gap” in program implementation across sites.
  • Working with health facility staff and focal persons and colleagues to effectively address operational challenges (including service logistics, staffing shortages, training needs and commodity supply).
  • Identifying implementation bottlenecks in the Adult ART program across sites and proffer solutions.
  • Ensuring strong linkages within the ART program at site level e.g. between HIV Counseling Testing Areas and Clinic, Laboratory and Clinic, referral between the PMTCT and the Adult Clinic.
  • Establishing measures to assess impact of our program in the community.
  • Participating in quality improvement, report writing and collation and, data analysis.
  • Reporting all activities to the Senior Program Officer Adult ART, Program Manager Adult ART, Technical Advisor Adult ART and the Director/Head, Clinical Services Department.
  • Adhering and abiding by the ethics and code of conduct of the Institute.
  • Carrying out any other duties/ assignments as directed by supervisors, program area leads and the Director Prevention Care and Treatment Department.

Qualifications:

Education: A minimum of University degree in Medicine. MPH or related Master’s degree is an added advantage.

Skills and Abilities:

  • Good communication (oral and written) and facilitation skills with proficiency in the computer programming – Word processing, spreadsheet, presentation skills are required.
  • Proficiency in data analysis, good inter and intrapersonal communication skills.
  • Proficiency in program narrative and proposal writing.
  • Ability to work under pressure to meet organizational targets/goals.
  • Ability to evaluate data and prepare quality reports often under pressure and in complex situations.
  • Being goal oriented with ability to plan and organize, make decisions, manage time and practice critical thinking.

Prior Work Experience: A minimum of 5 years professional level experience managing public health and health delivery with emphasis on TBHIV, care and treatment. She/he must have experience working with PEPFAR funded care and treatment program. Demonstrated experience in the design, implementation, and management of HIV care and treatment programs.

Language Proficiency: English language (high proficiency in verbal and written expression)

Job Knowledge: Familiarity with the broad range of care and treatment issues. Understanding of the major issues affecting care and treatment with knowledge of the implementation of care and treatment programs in Nigeria.
